Policy Planning

Policy planning establishes strategic policies and programs to manage the long-term development of the City of Quinte West in a way that is consistent with the City's Official Plan.

Special studies relating to specific issues such as growth management, heritage preservation, and environmental conservation are also conducted to inform the development of new policies.

Official Plan

The authority for preparing and adopting an Official Plan is set out in the Planning Act. The Act requires that, at least every five years, a municipal council hold a public meeting to determine if there is a need to revise the Plan. The objective of periodic reviews of the Official Plan is to maintain a contemporary Official Plan that reflects community interests while fulfilling its primary role of directing the physical development of the City and accounting for land use, economic, environmental, and other relevant considerations.

Council has determined that the Official Plan should be reviewed and updated where necessary so that it reflects current trends and circumstances.

Draft Official Plan & Schedules

The Official Plan is a municipality's blueprint for the future. It contains policies and maps that will direct where residential, commercial, institutional, recreational, and industrial development can go and what areas must be protected from development. It also contains information on the future expansion of the City's infrastructure.

The Ministry of Municipal Affairs and Housing issued a Notice of Decision with regard to the approval of a new Official Plan for the City of Quinte West, as adopted by By-law No. 11-122, subject to modifications.  A number of the modifications as approved by the Ministry of Municipal Affairs and Housing on December 19, 2012 have been appealed to the Ontario Municipal Board.  City staff are awaiting further information as to the status of the appeals.
