The Province of Ontario enacted the Accessibility for Ontarians with Disabilities Act, 2005 (AODA) on June 13, 2005. The AODA focuses on improving Accessibility in areas such as buildings and spaces, employment, customer service, communications and transportation.
The AODA includes the development of mandatory standards to address the full range of disabilities and barriers; the introduction of timelines to ensure that the standards are implemented and allowance for the standards to be incorporated in business and capital planning cycles to help manage the cost impact; and the development and implementation of an enforcement tool to ensure compliance with the Act. The Ministry of Community and Social Services is currently establishing
a series of Standard Development Committees (SDC) - comprised of persons with disabilities and organizations that would have obligations under the Act – to jointly develop standards for the areas identified in the Act. The proposed standards will make it possible for people with disabilities to participate fully in the social and economic life of our community and across the province.
The AODA repeals the Ontarians with Disabilities Act, 2001, however, until the standards of the new legislation have been established by the Province, there is a transition period during which the City is required to continue to fulfill its obligations under the Ontarians With Disabilities Act, 2001.
The Quinte West Accessibility Advisory Committee, comprised of seven persons with disabilities and two others from the Community, was appointed early in 2003 to advise the Council of the City on matters pertaining to equal opportunity and access for all persons, regardless of needs, to participate as fully as possible, in all aspects of community life – that is, the reduction and hopefully elimination of barriers in our community that would restrict accessibility for the
disabled. A disability may be physical, mental, visual or auditory and the complete definition is contained within the Act.
The Committee will review plans for new commercial/industrial buildings and plans of subdivision, with the view toward providing insight and input regarding accessibility.
They will also review City buildings/facilities/infrastructure (including sidewalks, crosswalks, etc.) and make recommendations where barriers are identified.
By-laws of the City which incorporate any matter deemed to affect those in the community who are disabled will also be reviewed.
The Committee will take a very proactive roll in the City’s efforts to provide a barrier free environment for the disabled.
Should you be inclined, the Committee would welcome knowing whether you would like to be considered for membership on the Advisory Committee, or perhaps a working sub-committee.
Too, we encourage the public to advise the Committee or the City of circumstances where a barrier to accessibility exists.
